Your Grace,

Having consulted the standard dictionary, Papworth's Ordinary of Arms, and found no coat blazoned in any tinctures with bells on a chevron, I conclude that there is no impediment to the acquisition of the arms in question, and do therefore grant and give the arms Or on a chevron vert three bells of the first to Dr. Jon Michael Bruce Porter, a member of the Numenorean Order of Merit and former Mayor of the town of Caras Nimduin.
I also grant with them the crest A gothic belfry vert with three bells suspended in pale Or, and further direct that he should ensign his arms with a bonnet of the degree of doctor, marked with a small shield of the arms of the granting university, and that if he is also a professor he should surround his shield with a professorial collar composed of open books linked side-by-side and having at the base set into the collar a large trefoil bearing a shield of the arms of the institution in which he teaches, the whole collar in blued steel if he is an assistant professor, in silver if an associate, and in gold if he is a full professor.
